New attributes can be added and existing ones can be edited and sorted at Articles - Attributes.
Add attributes
Enter the new attribute name and possibly also a description in the empty mask on the right and click on Add:
Edit attributes
Click on the edit icon 
- change data and click on edit:
Sort attributes
The attributes can be easily moved by clicking on the double line 
The arrangement is adopted by clicking on save sort order:
